Trying to understand what you are wanting to achieve here.
There are many devices which connect to 4G/5G and then transmit Wifi (Search Google), I use one all the time when travelling.
BUT
One that transmits/receives both would be a bit hard as you would have to be your own Telecoms provider to provide 4G and then where would it go and more importantly WHY ?
Please give a more precise description of what you are wanting to achieve
Thanks for your response, I’d like a dongle that could connect to the internet via 4G but also connect to a WiFi router locally via (I am assuming a sperate chip) this link is the sort of thing I would like but needs to be packaged as a commercial product in a USB dongle.

Two main reasons why they are not common (but could be achieved)
1 - commercial viability - not much requirement
2 - size makes packaging of both functions difficult.
there is little need for this in a usb dongle as the majority of end devices will already have wifi, therefore it is common to find cellular dongles but not combined with wifi.
I’d like a dongle that could connect to the internet via a 4G modem chip but also connect to a WiFi router locally via ESP32 chip for instance, I’ve found some develop boards that appear to do this but I need something that is already packaged as a commercial USB dongle.

Those are tow completely different types of interfaces. One is a Modem and the other is a network adapter. While they both might sound like they are the same thing, they work on completely different frequencies and operate in different ways with different types of antennas. I doubt you could find such a device. You could get one of each if you need both and switch them according to what you are are trying to accomplish.
I would just get a wifi adapter for the device and a portable hotspot for when you need LTE. The wifi device can connect to the hotspot, but also share with other wifi connected devices.
